State Counsel for Offenders

What We Do

We provide indigent offenders who are incarcerated in the Texas Department of Criminal Justice with legal counsel that is independent of TDCJ-Correctional Institutions Division.

However, State Counsel for Offenders cannot help offenders with civil rights issues, TDCJ policy or procedure issues, fee-generating cases, and various other legal areas depending upon the circumstances.

This service is only for offenders who cannot afford to pay an attorney to assist them with their legal problems.

There are five legal sections within State Counsel for Offenders: Trial, Immigration, General Legal, Civil Commitment and Appellate.

Legal Assistants deal with offender time issues and are overseen by the Appellate Section. The Investigation Section supports all five legal sections with needed investigations. Administrative Services staff support office functions and oversee the employment process.
