DRAFT - Team Charter for Special Needs Working Group

Utilize TCOOMMI Advisory to identify current reentry practices that are in place for special needs offenders.

Identify model programs that exist in the state or country that have proven to be successful reentry practices for special need offenders. *

Identify barriers that impact an effective continuity of care system, including:

statutory barriers
regulatory barriers
programmatic barriers
resource barriers
implementations barriers

Develop recommendations that will address gaps and barriers, and report those recommendations and all other findings to the Task Force.

* Special needs offenders include offenders with serious mental illnesses, mental retardation, terminal or serious medical conditions, physical disabilities and the elderly.
