DRAFT - Team Charter for Housing Working Group

Identify existing housing initiatives sponsored by the Texas Department of Housing and Community Affairs, or at the local level, that provide services to the formerly incarcerated.

Identify model housing initiatives or efforts currently in operation in Texas communities.

Develop a plan to coordinate Task Force efforts with existing housing initiatives, and incorporate offender-specific issues and needs as necessary.

Identify housing placement gaps that intentionally or unintentionally exclude offender populations from benefiting from programs and services, including those caused by:

statutory barriers
regulatory barriers
programmatic barriers
resource barriers
implementation barriers
eligibility criteria barriers

Develop recommendations that will address the gaps and barriers, and report those recommendations and all other findings to the Task Force.
