Team Charter for Employment Working Group

Identify current employment opportunities targeted for offender populations and outcome measures or recidivism studies to assess effectiveness of the programs.

Identify limitations or gaps in the current targeted offender employment programs.

Identify barriers that affect an offender’s access to employment or vocational training programs, including the following:

statutory barriers
regulatory barriers
programmatic barriers
resource barriers
implementation barriers

Develop recommendations that will address the barriers, and report those recommendations and other findings to the task force.
