Historically Underutilized Business (HUB) Program

The mission of the HUB Program for the Texas Department of Criminal Justice is to promote and increase contracting opportunities with Historically Underutilized Businesses. The HUB program will provide businesses and agency staff the assistance necessary for the success of this mission.

Eligibility to Become a Certified Texas HUB:

The business entity must have its principal place of business in Texas. It must be a Corporation, Sole Proprietorship, Partnership, or Joint Venture in which at least 51% of the business is owned, operated, actively controlled and managed by a minority or woman.

Groups eligible for certification are Asian-Pacific Americans, Black Americans, Hispanic Americans, Native Americans, and American Women, which includes all women of all ethnicity who resides in the state of Texas.

Importance of Being on Centralized Master Bidders List (CMBL):

Although HUB certification is free, this limits vendors to being on the HUB Only Directory and not the CMBL. There is an annual $70 registration fee to be on the CMBL. Businesses are encouraged to register at following web site:

The TDCJ highly recommends that businesses submitting the HUB application also apply to be on the CMBL. The agency uses the CMBL to develop mailing list of vendors when sending out bids. Being on both lists makes it readily apparent to purchasers or contracting officers, when searching the CMBL, of the bidders HUB status.

State Agency Goals for HUB Participation:

  • 11.9 % - Heavy Construction Other than Building Contracts (Road and Highway Construction and Maintenance)
  • 26.1% - Building Construction
  • 57.2% - Special Trades (Includes Building Renovation and Maintenance and Landscape Construction)
  • 20.0% - Professional Services Contracts (Architects, Engineers, Accounting and Financial Services, and Medical Services)
  • 33.0% - Other Services (includes Legal Services, Maintenance, Repair, Veterinary, Cleaning, Printing, Delivery, Waste Disposal, Communications, and many others)
  • 12.6% - Commodity purchasing
