The Counsel Substitute program secures and protects the due process rights of offenders charged with disciplinary infractions by providing trained staff to assist offenders during the disciplinary process. The Counsel Substitute Program's employees conduct certification training, provide technical assistance and continuous support to the disciplinary hearing officers and counsel substitute staff.
