In 2011, the 82nd Legislature directed the Employees Retirement System of Texas (ERS) to study and report on the current financial condition and future reliability of the state employees' retirement and health insurance programs.
On September 4, ERS submitted two reports to the Legislature, one for health insurance and the other for retirement benefits. These reports cite health insurance and retirement benefits as being vital to attracting and retaining qualified employees, and describe actions which might be taken to ensure the long-term sustainability of work benefits programs for state employees. Although both reports identify multiple options, neither endorses specific recommendations. Summaries providing a listing of their major findings were also prepared.
