Buy your first home with a below market interest rate mortgage loan

llustration of person catching percent symblol in basket with house in background State employees looking to buy their first home may want to take advantage of below-market interest rate mortgage loans, along with down payment and closing cost assistance, offered through the Texas Department of Housing and Community Affairs. Known as the Texas First Time Homebuyer (FTHB) Program, there are two types of loans available to eligible families and individuals who are purchasing their first home or who have not owned a home in the past three years:
  • An "Unassisted Rate" loan typically offers the lowest interest rate available and does not provide funds for down payment and closing cost assistance.

  • An "Assisted Rate" loan is offered to income-eligible borrowers needing assistance with their down payment - up to 5% of the mortgage amount. These loans are offered at a slightly higher interest rate.

All Texas First Time Homebuyer Program loans through the Texas Department of Housing and Community Affairs are available on a first-come, first-served basis through a network of participating lenders.

TDCJ employees in hazardous duty positions may also qualify for a home loan through the Homes for Texas Heroes Program administered by the Texas State Affordable Housing Corporation. In addition to being first-time homebuyers – which the program defines as an individual or family that has not owned or had an ownership interest in any residence during the last three years – applicants must reside in Texas and meet the income and home purchase price limits set by the program. They must also meet standard mortgage underwriting requirements demonstrating credit worthiness and occupy the purchased home as their primary residence.
