EDUCATION: Doctor of Jurisprudence, University of Houston Law Center. Bachelor of Business Administration in Finance, Texas A&M University at College Station.
BACKGROUND: In addition to his four years on the Board, Mr. Leeper has served as an attorney in private practice for 13 years, a former city attorney for the city of Huntsville, and a former assistant city attorney for the city of Bryan. He is a member of the State Bar of Texas and Walker County Bar Association. He is a past member and chair of the Board of Directors of the Texas State Affordable Housing Corporation and the Huntsville Education Foundation Board. He is a member of the Rotary Club of Huntsville Board of Directors and the Huntsville A&M Club, as well as a volunteer with the Boy Scouts and the United Way of Walker County.
